Thanks to an anonymous commenter, we now know this to be Iñaki Alberdi, a rally driver from the Basque Country in northern Spain. He typically drives the ex-works Toyora Celica GT4 featured in the above video, however Alberdi has been known to pilot a Ford Escort MkII, as well as Porsche 911 GT3.
